This article explains how a Learner can be a Manager.
There is no field within the user profile to assign a manager role. To make that user a manager, you need to assign the manager in the learner user profile.
1. Open the Admin Menu and find the User Summary.
2. Search for the End User (Learner) who needs a manager assigned to them.
3. Hover, your mouse over the user and click on the 3 dots, select Edit Profile.
4. Scroll down to the manager field and search and select the end user who is that individual's manager.
5. Click Save.
Alternatively this can be done from Organizational Navigator by searching for the client under end users.
